In Madrid, world mayors learn how to localise the Global goals

Local leaders from all over the world met yesterday afternoon (Tuesday 18 April) in Madrid to determine how local and regional governments should act to achieve the Sustainable Development Goals (SDGs), the 17 challenges that the United Nations have identified to end poverty, protect the planet and ensure that all people enjoy peace and prosperity by 2030.

Achieving and consolidating these 17 SDGs will not be possible without the participation of local governments. This is therefore essential that local elected leaders together with national and international associations that gather and represent them set the guidelines to follow.

That is precisely what they did on Tuesday afternoon, at the headquarters of the Spanish Federation of Municipalities and Provinces (FEMP), in an event organized by the Spanish section of CEMR and the global association United Cities and Local Governments (UCLG), under the title "Local governments facing the challenge of localizing the Sustainable Development Goals".

The speakers included President of AICCRE and CEMR, Stefano Bonaccini, the Secretary of State for International Cooperation and Latin America, Fernando García Casas, the President of UCLG, Mpho Parks Tau, the President of the FEMP, Abel Caballero and the Secretary General of the FEMP, Juan Avila.

"We discussed how the 17 sustainable development goals (SDGs) could be translated at the local level, keeping in mind that starting conditions are very different in various parts of the world, but also in Europe,” said Stefano Bonaccini after the workshop. “Local and regional governments have the ambition to constitute elements of growth and sustainability,” he added, stressing that “the SDGs create a new impetus to international cooperation”.

UCLG President, Parks Tau, introduced the UCLG narrative on localization: “for us, localization is a bottom-up and a political process. The achievement of the SDGs and the Habitat III Agenda must be based on local priorities and resources. That’s why local democracy and local leadership are that important for localization”, he said.

Around one hundred politicians and experts from local and regional governments, their associations, programme experts, and networks or organizations active in development programmes coming from Dominican Republic, Argentina, Cameroon, France, Italy or the Netherlands took part to the workshop. The Spanish Mayors of Soria and Móstoles, Carlos Martínez and David Lucas, and the Mayor of Logroño, Cuca Gamarra, Vice-President of the FEMP, also participated in the discussion tables.

The session was held in the context of the UCLG Executive Bureau meeting in Madrid. It is aimed to collect feedback that will be incorporated into the final tool that is to be launched in different regions of the world in several events, starting with the joint PLATFORMA-CEMR experts event on 29 May 2017 in Brussels and during the Regional Forum on Local Economic Development in Bolivia in 27 of June 2017.
