CEMR and EPSU adopt a joint statement to promote social dialogue
The Council of European Municipalities and Regions (CEMR) and the European Federation of Public Services Union (EPSU) adopted on 29 November 2006 a joint statement calling on national governments to promote.social dialogue in local and regional government
The joint statement highlights that social dialogue aims at shaping working conditions, improving the efficiency and quality of public services and making employment in local and regional government services more attractive. National governments can actively support this dialogue by helping establishing appropriate structures for bipartite dialogue between employers and employees in local and regional government.
CEMR and EPSU also stress the need to involve representatives of employers and employees from local and regional government in relevant decisions affecting national employment policies. These include, among others, the programming of measures supported by the European Social Fund or the drafting and implementation of national reform programmes for the Lisbon Strategy.
Background information
The joint statement was adopted as part of the activities of the European sectorial social dialogue Committee on local and regional government, which was set-up in 2004 with the support from the European Commission, and where CEMR and EPSU respectively represent employers and trade unions.
