Public consultation: Boosting civil participation in decision-making
How should civil participation in political decision-making work in Europe? The Council of Europe is currently preparing new guidelines to help ensure “meaningful civil participation in political decision-making”.
These guidelines will target, among others, local and regional governments located in Council of Europe member states and will seek to promote sustainable mechanisms for dialogue, consultation and co-operation between them and civil society.
A public consultation on the draft guidelines is currently open; in order to collect input from all concerned parties for the final version of the guidelines. Observations on the draft guidelines can be submitted to CDDG@coe.int in English or French, by 4 September 2016.
It is worth noting that the first point of the draft guidelines specifically mentions the local and regional levels of government: “Participation in decision-making processes must be guaranteed at all levels of government (local, regional and national) and should include the executive and the legislative branches of power.”
