CEMR's Employers Platform chair of committee on local/regional government
The chairman of CEMR's Employers' platform , Aleksander Aagaard, is the chair of the new sectoral social dialogue committee in local and regional government. The European Commission's committee was formally installed at a meeting on Tuesday 13 January 2004. The Committee brings together CEMR's Employers' platform and the local and regional government section of the European Federation of Public Services Union (EPSU).
In his address, Aleksander Aagaard identified three key areas for the newly established committee:
- The local and regional dimension within the Employment Strategy
- The involvement of acceding countries in the social dialogue, and
- Issues of concern to both employers and workers in local and regional government.
'The involvement of the acceding countries in our formal social dialogue activities is of great importance", he said, 'and I am pleased to welcome here today members from CEMR's Czech, Estonian and Lithuanian associations. I appreciate the immediacy of identifying and contacting further relevant actors within our member associations from the acceding countries. I am convinced we will soon see participation among our members from the new Member States grow. I feel that this maybe somewhat easier in our sector than in others, given CEMR's long experience as a pan-European association".
Director General of the Commission's DG Employment, Odile Quintin, opened the inaugural meeting. Delegates adopted the committee's rules of procedure and the work programme for 2004-05.

Promoting telework
At the meeting, the 'telework statement" was signed by Aleksander Aagaard for the employers, and by EPSU General Secretary, Carola Fischbach-Pyttel, for the trade unions. The statement is the result of discussions between CEMR's Employers' Platform and EPSU who welcome the inter-sectoral framework agreement on telework. This agreement provides a framework for the establishment of employers' and employees' rights and duties on telework and can help facilitate its efficient and fair management.
CEMR-EP and EPSU will encourage their members to use the inter-sectoral agreement when discussing the introduction or management of telework, devising policies or concluding agreements on telework in the local and regional government sector, in accordance with national procedures and practices specific to management and labour.
