CEMR's new publication: Local government, performance and cost-effectiveness
The Council of the European Municipalities and Regions (CEMR), in collaboration with Dr Jon Bloomfield from the University of Birmingham, has published a study "Controling, cajoling or co-operating - Central governments' policy approaches towards local government on the issues of performance and cost-effectiveness".
This publication focuses on six European countries and raises the question on how far central government supervises, inspects and controls local and regional authorities in relation to issues such as cost-effectiveness and improving quality and performance.
